'Heroes in the half shell...turtle power!' XD
what a blast from the past!
Anyway, in light of recent events, ie, the tsunami and fear of the nuclear reactor in Japan, this piece is a dedication to everyone doing what they can to provide aid and those who are suffering.
Artistic reasoning: The ninja turtles came to be what they are, due to radiation.
The water around Leo's ankles are a reflection of the need of a hero in times of trouble and the blue mask and arm bands are for hope.
